project

THE SAFETY PLAN PROJECT

Noo-Kayet Investments, an economic development corporation to support and assist in developing economic opportunities for the Port Gamble S'Klallam Tribe (PGST) has partnered with Transpo Group, a transportation planning and engineering consultant, to evaluate crash risks and propose improvements to Hansville Road, as well as all PGST roads. The PGST and NKI have a commitment to transportation safety and an interest in being proactive in developing and implementing safety countermeasures on PGST roadways to limit the severity of and prevent future crashes. 

 

The focus of the safety study and plan is Hansville Road. PGST members are encouraged to inform the project team about local experience and concerns for transportation safety on Hansville Road and other PGST roadways. Some of the preliminary crash data is included for your review on this website, and our team is looking to supplement the data with information from the users of the transportation network.

 

The NKI and PGST will seek funding from grant programs to implement safety projects. Resources to provide projects will be limited, and grant applications must be competitive in identifying projects that are expected to have a significant impact on reducing the risk and severity of future crashes. Thought the development of a safety plan, and seeking feedback from the community, NKI and the PGST will be able to prioritize projects and address risks that both the data analysis and the community identify as the most important.

SAFETY IMPROVEMENTS

Matching Risk with Safety

A wide range of safety improvements are being considered to address crash risks on Hansville Road and other PGST roadways. As part of the safety planning effort, projects will be matched with prioritized risk factors on the transportation network to proactively reduce both the risk of and severity of future crashes.

Some of the potential treatments are listed below. Other safety projects may be proposed based on the results of the feedback and historical crash data.

For the crash data analysis, public crash data since 2018 was obtained from WSDOT. The data is from a central database of all police-reported crashes and is the best available resource to gather information on the history of transportation crashes. The crash data was analyzed statistically and spatially to understand what has contributed to crashes on Hansville road and other PGST roadways. The following tables summarize the most notable crash statistics, and the map shows where crashes have occurred and some of the contributing factors and crash severity.

Snapshot of Crash Data

For police-reportable crashes, information and contributing factors are collected and included in the crash history database. Data collected for each crash include date and time, location, weather conditions, darkness and street lighting, type of crash, and contributing factors/actions by the parties involved in the crash, as observed and recorded by the responding officer(s). The charts below include some selected data of commonalities in the crash history, and some suspected contributors to crashes and crash severity. The orange indicates the percentage of all 25 reported crashes that fell into the category. The red indicates the percentage of crashes in that category which resulted in a injury or more severe outcome.
